The Eureka City Council moved forward with introducing a municipal code amendment to the inland zoning code to allow metal shipping containers to be used as permanent outdoor storage for up to 10 years in the city’s inland service commercial zoning district.
The amendment was approved on a 4-1 vote, with councilmember Kati Moulton casting the only dissenting vote.
Prior to the vote, a friendly amendment was proposed by Moulton to paint the containers to complement the existing primary structure on the site, avoid visible forms of structure deterioration and make permissible the installation of artwork on a container, even if this does not match the primary structure on the property. The alteration was accepted.
City principal planner Kristen Goetz pointed out earlier that such artwork is unregulated by the city.
“Murals or other decorations are not regulated by the zoning code and do not require a permit. So it’s entirely possible that art decorate some of these containers if property owners choose to,” she stated.
Prior to the meeting, shipping containers were allowed by the zoning code for temporary outdoor storage in residential and mixed-use zoning districts for a period of 30 days or less and on a permanent basis in the inland industrial zone district.
The amendment to the code was proposed by local cannabis company Papa and Barkley and would allow shipping containers to be used for permanent outdoor storage in the inland service commercial zone district.
One inland service commercial zoning district, as noted Goetz, is primarily located east of Broadway, from the gateway to Eureka through West Washington Street near the north end of Broadway. There is another small parcel at the corner of Myrtle and West that is also zoned service commercial.
The Eureka Planning Commission had previously held a public hearing on the subject during its May 10 regular meeting but did not receive public testimony. After the lack of public input, the commission then voted unanimously to recommend the council modify the proposed language so that shipping containers can be located on commercial-zoned properties for up to 10 years. The commission also recommended adding language to allow any metal shipping containers to remain in place with a minor use permit.
