A group of GOP lawmakers led by Sen. Ted Cruz has reintroduced legislation imposing term limits on members of Congress.
The legislation calls for a constitutional amendment that, if ratified, would bar senators from serving more than two six-year terms and members of the House from serving more than three two-year terms.
Cruz (R-Texas) was joined in his effort by Sens. Mike Braun and Todd Young of Indiana, Marco Rubio and Rick Scott of Florida and Pat Toomey of Pennsylvania.
This is the Texas senator’s third time introducing the amendment in the upper chamber of Congress, after previous tried in 2017 and 2019.
Toomey, who will retire after his term ends in 2022, has also long backed term limits, though he did not co-sponsor Cruz’s 2019 amendment.
“Every year, Congress spends billions of dollars on giveaways for the well-connected: Washington insiders get taxpayer money and members of Congress get re-elected, all while the system fails the American people,” Cruz said in a statement.
“The rise of political careerism in today’s Congress is a sharp departure from what the Founders intended for our federal governing bodies. I have long called for this solution for the brokenness of Washington, D.C., and I will continue fighting to hold career politicians accountable,” the statement continued.
When Cruz pushed for term limits in 2017 and 2019, his bills were never brought to the Senate floor, despite occasional endorsements from President Donald Trump and others.
The 2021 effort is likewise not expected to be successful.
The Supreme Court ruled in US Term Limits Inc. v. Thornton that states cannot impose qualifications for prospective members of Congress that are more strict than those written in the Constitution.
As part of its 1995 ruling, the court stated that the only way to impose term limits on Congress would be through a constitutional amendment.
