ANN ARBOR, MI — With little progress on improving street conditions in recent years, Ann Arbor officials are considering whether to lower expectations or, alternatively, put more money into resurfacing.

The latest pavement ratings completed last month show 22% of major streets and 39% of local neighborhood streets in poor or failing condition, rated 3 or worse on a 10-point scale.
