CLARKSVILLE, TN (CLARKSVILLE NOW) – The rules governing short-term rental properties for those with small operations will be relaxed in Clarksville, after approval of a change by the Clarksville City Council on Thursday.
The resolution, sponsored by Ward 4’s Wallace Redd, allows certain owners to forgo local safety permit requirements when offering short-term rental services, such as those through Airbnb and Vrbo. Those affected by the new legislation include:
- Individuals who operate only one single short-term rental unit.
- Individuals who operate and list only one single room as a short-term rental unit in a dwelling that is owner-occupied.
- Individuals who operate a short-term rental unit for less than six months in any calendar year.
The legislation passed its second reading unanimously as part of September’s consent agenda, though it was hotly debated at its first reading last month.
“Oftentimes, we will pass new laws, and there are just some things that are overlooked,” Redd told Clarksville Now. “A long, in-depth ordinance often have to be reduced, modified and amended. I think this is just a logical case to allow a homeowner to rent out a room.”
At last month’s meeting, Ward 10’s Stacey Streetman expressed concern that the amendments to short-term regulations could create opportunities for larger, short-term rental operations to find loopholes.
Redd told Clarksville Now he is open to addressing any such issues though further fine-tuning of the rules. “The ordinances that we write, for good or bad, often have to be amended in the future,” Redd said. “I’m open to looking at further amendments.”
