Boston officials looking to continue to improve on the city’s paving operations and communications are starting up a newsletter this week and creating a long-term plan to better let residents know what streets crews will be resurfacing.

“We’re going to get as many people to sign up as we can,” said Boston Transportation Department spokesman Chris Coakley.

BTD officials said they’re working on putting together a “long-term plan” by next spring for what streets are going to be paved over the next several years, and roughly when it will happen.

The BTD said it’s looking to better get residents in the loop about when there will be construction on their neighborhood streets. It’s one of several changes the department plans, including some operational changes in response to a report on the city’s “Guaranteed Streets” program.

That program looks to disincentivize utility companies from tearing up newly paved streets in the city. It notifies companies far in advance and then penalizes them with extra fees if they cut into the new pavement in the first five years after a street had been resurfaced.

The report, from independent city watchdog the Boston Finance Commission, said the city should work to better communicate when paving is taking place and modernize the computing system it uses to manage the paving operations in general, which the city says it’s in the process of doing.

FinCom executive director Matthew Cahill said that in general he found that the program works very well, though the main concern was that several accounts with a budget of upward of $40 million have gone unaudited for years. Boston Chief of Streets Chris Osgood said that the BTD is going to have the accounts audited.
