Formal charges have been filed and warrants have been issued against persons arrested in a search warrant action resulting from a long-term narcotics investigation on Aug. 8, 2020, at a residence located at 242 South Main Street. In cooperation with the South-Central Drug Task Force, officers with the Licking Police Department gained entry and made contact with multiple suspects who were arrested at the scene and transported to the Texas County Jail.
This has been an ongoing investigation in which enough information was obtained to proceed with search warrants, and the case is still active, says the LPD. Some of the stolen property has been located, and the department is still attempting to locate more.
Four persons were held for 24-hours pending formal charges. One person was detained on a past outstanding warrant and was served warrants on this investigation’s charges while in custody.
“Information received from concerned citizens throughout the investigation aided in the investigation,” said Chief Pat Barton. “Thank you to those who have stepped forward and provided us with information.”
Judy C. Scherrer, age 52, previously of Licking, was formally charged with: Felony 2nd degree Burglary and felony Stealing - $750 or more, on April 23, 2020; a warrant was issued with a bond amount of $75,000 on Aug. 12, 2020. Further charges of Felony Possession of Controlled Substance except 35-grams or less of Marijuana/Synthetic Cannabinoid, misdemeanor Unlawful possession of Drug Paraphernalia, and felony 1st degree Endangering the welfare of a child creating substantial risk – 1st offense – No sexual conduct, were filed on Aug. 8, 2020; a warrant was issued with a bond amount of $150,000 on Aug. 11, 2020.
Michael A. Scott, age 27, previously of Licking, was formally charged with: Felony 2nd degree Burglary and felony Stealing - $750 or more, on April 23, 2020; a warrant was issued with a bond amount of $75,000 on Aug. 12, 2020. Further charges of felony Possession of Controlled Substance except 35-grams or less of Marijuana/Synthetic Cannabinoid and misdemeanor Unlawful possession of Drug Paraphernalia were filed on Aug. 8, 2020; a warrant was issued with a bond amount of $25,000 on Aug. 12, 2020.
Joseph B. Scherrer, age 30, previously of Licking, was formally charged with: Felony 2nd degree Burglary, felony Stealing - $750 or more and misdemeanor Animal Abuse on April 23, 2020; a warrant was issued with a bond amount of $50,000 on Aug. 11, 2020. Further charges of felony Possession of Controlled Substance except 35-grams or less of Marijuana/Synthetic Cannabinoid and felony Unlawful possession of Drug Paraphernalia – Amphetamine or Methamphetamine were filed on Aug. 8, 2020; a warrant was issued with a bond amount of $25,000 on Aug. 11, 2020.
Michael D. Sullins, age 49, of Licking, was formally charged with: Felony Possession of Controlled Substance except 35-grams or less of Marijuana/Synthetic Cannabinoid and misdemeanor Unlawful possession of Drug Paraphernalia – Prior Drug Offense on Aug. 8, 2020; a warrant was issued with a bond amount of $25,000 on Aug. 12, 2020. The warrant was served on Aug. 14, 2020, and an arraignment was held on Aug. 18, 2020. Sullins’ case was set for review on Aug. 25, 2020, with Judge Douglas Don Gaston, Texas County, and he remains in custody.
The investigation is ongoing in regards to Rocky Scherrer, age 18, previously of Licking.
Law enforcement is actively seeking all above persons with active warrants; authorities believe they have left the area. They are asking anyone who has any information to please alert the Licking Police Department or a law enforcement agency.
Court records also indicate a civil judgment on July 28, 2020, against Joseph and Judy Scherrer, for principal, prejudgment interest and attorney’s fees plus court costs and possession at property 242 S. Main St., Licking, Mo.
