To start its Monday, May 3, meeting, the Breezy Point City Council opened a public hearing to gather input on the city’s ordinance on vacation rentals by owner (VRBO).
“This is to regulate short-term rental in the city of Breezy Point,” City Administrator Patrick Wussow said. “It is intended to work in conjunction with the Crow Wing County short-term rental licensing process.”
In the case of VRBOs, “short-term” is identified as being for less than 30 days. It is not a bed-and-breakfast, hotel, motel, resort or timeshare unit. Per the proposed ordinance, all short-term rental operators must obtain a permit from the city prior to occupancy.
In terms of complaints, the city should be the first contact.
“We aren’t going to lay back and let the county take it over and get back to people two or three months later,” Wussow said. “The idea was when a complaint is made, we follow up on it immediately.”
Resident Steve Jensen spoke at the forum, saying he would like to see more specificity in both the definition of a short-term rental and enforcement of rules as outlined in the ordinance.
An individual named Colleen, who wished not to provide her full name and address, said she would like to see greater restrictions on the number of people allowed per rental place in a given time. Another speaker hoped to see strict limits on the number of times per year or per season an operator can rent their units.
Two more public comment sessions are scheduled to take place during the council’s July and September meetings. The council hopes to have the ordinance in effect by Jan. 1, 2022.
